And it did. I took Piccadilly Line from Acton Town. All seats were taken, including the ones for the less able to stand. The people occupying them did not look as if they needed these seats, but you never know. Anyway, a person with a crutch didn't make any of the strong and healthy looking young men jump to they feet and offer the seat. I was considering whether to approach them and ask for the seat when a kind woman gave me such a seat in a distant part of the carriage. It did make a difference! And you know what? I don't think it bothered the two men as I was navigating myself past them towards the seat.
